BID 00021 - HUB – COUD Water System Interconnection - Contract 3

Sealed proposals for the construction of HUB – COUD Water System Interconnection – Contract 3 will be received by the Harriman Utility Board Purchasing Department, 200 N. Roane St. Harriman, TN 37748 until 2:00 pm local time on July 24, 2025, and immediately thereafter will be opened and publicly read.

The Owner reserves the right to reject any or all bids and to waive any informalities or technicalities therein. No technical questions will be taken after 3:00 PM July 18, 2025.

The work to be done consists generally of:

        Contract 3: the installation of approximately 23,100 feet of 8 and 12-inch water lines including all appurtenances as shown on the drawings and described in the specifications.

   Plans, Specifications and Contract Documents may be obtained from C2RL, Inc. Engineers, 240 W. Bessemer Street, Alcoa, TN, 37701, for a deposit of $50.00 per set, non-refundable.

   Plans and Specifications may be examined at: Engineer’s Office, 240 W. Bessemer St., Alcoa, TN; Harriman Utility Board 200 N. Roane St. Harriman, TN; and at the following plan room:

Builders Exchange of TN, Knoxville, TN

    Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Tennessee, in the amount of five percent of the total bid price, as a guarantee that if the bid is accepted, the Bidder will enter into a con­tract and execute the Performance and Payment Bonds in the form and within the time specified.

    The successful Bidder will be required to execute a Performance Bond and a Payment Bond, each in the amount of 100 percent of the Contract, issued by a Surety Company licensed to operate in the State and shall be named in the current list of “Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies” as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department.

    Each Bidder shall be a licensed Contractor as required by the regulations of the State of Tennessee General Assembly’s Contractor’s Licensing Act of 1976, and all amendments thereto in effect on bid receipt date.  License number, expiration date, and license classification shall be shown on the outside of the envelope containing the bid of the General Contractor. The license number, expiration date, and license classification shall also be shown for the electrical subcontractor, plumbing subcontractor, and mechanical subcontractor.  Failure to show these items on the outside of the envelope will result in bid being returned to Bidder unopened.

    Each Bidder shall be in compliance with the Iran Divestment Act and certifies that it is not currently engaged in, and covenants that it will not, for the duration of the Contract, engage in a Boycott of Israel, as that term is defined in Tenn. Code Ann. § 12-4-127. The successful Bidder shall provide certification of compliance with these acts with their bid.

  This project is being supported with American Rescue Plan Act, Coronavirus State and Local Recovery Fund grant funding. Therefore, certain restrictions and other federal requirements attach to this opportunity.

    The Harriman Utility Board hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The Harriman Utility Board is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a “federally assisted construction contract” and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women’s business enterprises to participate.

    A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Subcontractors must also not appear on Sam.gov disbarment list. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement.

    Bidders must agree to comply with the Prevailing Wage Rate provisions per the Federal Davis-Bacon Act.

The Copeland “Anti-Kickback” Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractors must not appear on Sam.gov disbarment list.

    No Bidder may withdraw his bid for a period of sixty (60) days after the date of actual bid opening, without Owner’s consent.
